So, here is some insight into our process.
We invite all candidates throughout Boulder County and the North Metro area to talk with us; though, some opt not to take advantage of the opportunity. We have an in-house policy to never endorse someone who has not talked with us. But honestly, a vast majority of candidates do.
I meet with candidates for about 45 minutes. I ask them fairly general questions about relevant, local issues; about their platform; about their experience; about their goals. Basically, we have a good, thorough conversation about the city they are hoping to (or already) represent. We always give them the chance to discuss any issue that wasn't brought up, and they can always contact me afterward if something comes up. I really see it as an opportunity for the candidate to express exactly who they are as a municipal politician: no leading questions, no pushing of our agenda.
When we select our candidates, I bring all my research, interviews and background to our "editorial board," which is a handful of managers on our staff. We discuss the priorities and needs of each town/city/school board and then look at which candidates we think fit best.
