Lets take a look at the Boulder County Clerk & Recorder website. It does have phone numbers for the three main divisions. But say you want to contact Hillary Hall - well you can write her a letter but that's it. Because all it has is her address. (I am hoping that if Hillary is not aware of the Internet, she does at least know about telephones.)
But it gets worse. You want to email one of the divisions. Sorry - no. In the entire website the only email address is the one for the webmaster. But don't bother emailing to that address because you won't get an answer. So the bottom line is that the clerk & recorder's office does not use the most cost effective method of communication with the public.
I did talk to Sydney Power in Hillary's office (by telephone of course - no email) and she said that they "are working on it." Apparently adding email addresses to the website is a major effort requiring months of time. So sometime this year they might get email addresses added to their website.
So if you are wondering how Boulder ended up with such a brain-dead electronic voting system, it was selected by an office that doesn't even understand the basics of a simple website. There's no way they can figure out if an electronic voting system is accurate and secure.
ps - Hillary, if you email me your phone number and the email addresses for you and each division, I am happy to post them here for people until you get them on your website.
